The current government is committed to providing equal rights and dignity to persons with disabilities. In 2001, the Bangladesh Disabled Welfare Act 2001 was enacted. This act is a unique document to protect the rights of persons with disabilities. Articles 15, 17, 20 and 29 of the Bangladesh Constitution provide equal opportunities and rights to persons with disabilities with other citizens. As part of the obligations of Article 15(d) of the Constitution, the Indigent Disabled Allowance Program was introduced from the financial year 2005-06. Initially, persons with disabilities were brought under the scope of payment of allowance at the rate of 200 taka per person per month. In the financial year 2008-09, the monthly allowance rate per person was 250 taka, in the financial year 2009-10, the allowance was paid at the rate of 300 taka in the financial year 2010-11. In the financial year 2021-22, the number of indigent disabled allowance recipients in Chandpur district increased to 37,026 and the allowance was paid at the rate of 750 taka per month. In the fiscal year 2022-23, the number of insolvent disabled beneficiaries in Chandpur district increased to 42,665 and the monthly allowance was paid at the rate of 850 taka. Currently, in the fiscal year 2024-25, the number of insolvent disabled beneficiaries in Chandpur district has increased by 4470 and the monthly allowance is being paid at the rate of 850 taka. With the close supervision of the highest level of the government and the relentless work of all levels of officers and employees of the Department of Social Services, almost 100 percent success has been achieved in the distribution of insolvent disabled allowance.
The steps taken by the current government to ensure greater transparency and accountability in the insolvent disability allowance program and to make it acceptable to all are: amending the existing implementation policy and making it up-to-date, involving local honorable members of parliament and other public representatives in the selection of beneficiaries, and formulating a database. The allowance is being distributed through the G2P (Government to Person) system from the fiscal year 2020-21.
Service Delivery Method (in brief): Subject to allocation, the Upazila/City Social Service Officer publishes the notification. Thereafter, interested persons have to apply online (http://www.bhata.gov.bd/onlineApplication/) in the prescribed form. The received application is verified by the Union Committee on the spot and sent to the Upazila Committee in the form of a proposal. Thereafter, the Upazila Committee verifies and selects the beneficiaries according to the allocation. A Mobile Financial Service 'Nagad'/Bank Asia Agent Banking account is opened in the name of the selected person and the allowance money is transferred from the central account through EFT using the G2P system and the allowance is distributed to the selected person after informing him.
Aims and objectives of the program
1. Fulfilling constitutional and legal commitments made to persons with disabilities;
2. Socio-economic development of indigent persons with disabilities;
3. Bringing vulnerable people with disabilities under social security programs;
4. Monthly allowance for disabled persons selected by the competent authority following specific policies;
5. Inclusion of the issue of persons with disabilities in the national action plan.
Definition:
'Person with disability' means any person with any type of disability as defined in Section 3 of the Rights and Protection of Persons with Disabilities Act, 2013;
Candidate selection criteria:
1. The applicant must be disabled as defined in the Rights and Protection of Persons with Disabilities Act, 2013;
2. The socio-economic status of the applicant must be taken into consideration during selection;
3. Priority should be given to the elderly/elderly disabled in providing allowances;
4. Landless and homeless disabled people will receive priority in receiving allowances;
5. Priority should be given to women with disabilities;
6. Priority should be given to people with multiple disabilities;
7. In nominating new beneficiaries, priority should be given to areas that are more poverty-stricken and relatively backward or remote.
8. For the purpose of treatment, priority should be given to poor mentally/autistically disabled children (age is relaxable) and completely visually impaired people.
Eligibility and conditions of the allowance recipient:
1. Must be a permanent resident of the relevant area;
2. Registration and identity card must be obtained from the Social Services Office as per the Rights and Protection of Persons with Disabilities Act, 2013. The registration and identity card will be obtained from the district where the disabled person is a permanent resident;
3. Disabled persons whose per capita annual income does not exceed 36,000 (thirty-six thousand) taka;
4. The applicant must be a person with a disability;
5. All types of disabilities above 6 (six) years of age should be taken into consideration for the provision of allowances;
6. Must be selected by the selection committee.
Ineligibility for receiving allowance:
1. If you are a government employee or a pensioner as a government employee;
2. If you receive regular government grants in any other way;
3. If you regularly receive financial donations from any non-governmental organization/social welfare institution.
