Marginalized people are a small part of the total population of Bangladesh. According to a survey conducted by the Department of Social Services, there are about 10,20,125 backward communities in Bangladesh. Blacksmiths, potters, barbers, bamboo and cane makers, bronze / brass makers, nakshi kantha makers, shoe repair / makers, folk art, etc. The so-called lower castes belong to this marginalized community. Unemployment can be eliminated by modernizing the profession of these people through timely training by bringing them in contact with technology. The Ministry of Social Welfare is working to include them in employment by training them in technical professions.

Methods of service delivery (in short):
Subject to receipt of allotment, the social service officer issues the notification. Those interested in the prescribed form then have to apply along with the social service officer. The received application is verified and selected by the ward committee and sent to the upazila committee in the form of a proposal. The committee then selects the beneficiaries according to the allocation.
Provide training to marginalized groups:
Unemployment will be eliminated by bringing the marginalized people in contact with technology with the aim of developing them as skilled human resources, modernizing their profession through up-to-date training in the original profession and creating self-employment. Then these people with technical knowledge will get the opportunity to make significant contribution in the economic activities of modern Bengal and will get new life. Bangladesh will move forward with the development of this marginalized population.
To this end, trade based training is provided to marginalized people aged 18 to 50 years. Skilled manpower will be developed through short and long term hands-on Apprenticeship (On-the-Job) training. Through which you will get NTVQF Level-1 (National Training and Vocational Qualifications Framework) certificate.
Type of training:
The purpose of skill development training is to develop marginalized people by involving them in income generating projects and improving their standard of living and making them self-reliant. According to the Competency Standard Log Book (CSLB) approved by the Technical Education Board, with the assistance of the concerned social service district administration, according to the competency standard log book (CSLB), these 7 primary professions will be trained in hand to hand skill development for 3 to 6 months (360 hours).

Skill development training will be conducted according to the syllabus / module certified by BMET / Department of Social Services / Bangladesh Technical Education Board.

Also in future, considering the local demand as per the direction of the authorities, the trade will be started in the Skill Development Training Centers / Government Certified Institutions of the Department of Social Services following the competency standard by the Bangladesh Technical Education Board and following similar naming and syllabus.
Training method:
15% of the marginalized family members will be trained by the family members at the rate of 1 member per family or later as per the Government Order and each trainee will be provided training allowance at the rate of Rs.5000 / - at the end of the training. In the case of training, the apprenticeship training method will be followed. 40 apprentices will be selected in each batch. At the end of the training, BMET / Bakashibo will take the appropriate test and issue a certificate.
Trainee Selection Procedure:
Applications will be invited from marginalized groups willing to take up the training. Interested candidates will apply along with the social service officer in the prescribed form. In selecting trainees, priority will be given to working marginalized people living below the extreme poverty line. If no interested candidates are found living below the extreme poverty line, priority will be given to the working marginalized population living below the poverty line. After scrutinizing the preliminary list and applications recommended by the municipality committee, the committee will select the trainees, finalize the list and take training measures.
Grants:
Based on the recommendation of the Committee for Implementation of Living Quality Improvement Program for marginalized people, 50% of marginalized families (1 person per family) will be provided Rs. A one-time financial grant will be provided as capital. In providing grants, priority will be given to marginalized people living below the extreme poverty line who are receiving training in their profession.
