Registration of voluntary social welfare organizations

Registration of voluntary organizations and institutions is provided by the Department of Social Services under the Voluntary Social Welfare Organizations (Registration and Control) Ordinance, 1981 and related rules, 1982. The organizations registered under this ordinance are registered for the implementation of 15 different types of social activities. Activities include Child Welfare, Youth Welfare, Women's Welfare, Welfare of Physically and Mentally Handicapped, Family Planning, Prevention of Anti-Social Activities, Social Education, Adult Education, Welfare and Rehabilitation of Prisoners, Welfare of Juvenile Offenders, Welfare of Beggars and the Distressed. Welfare and rehabilitation of poor patients, welfare of elderly and physically challenged persons, training in social welfare work and coordination of social welfare organizations.

 

The Department of Social Services registers voluntary organizations, agencies, foundations and public welfare agencies such as orphanages. Timely instructions and circulars were issued by the Department of Social Services regarding the registration and management of these organizations. So far 696 voluntary organizations have been registered from Chandpur district. Of these, 69 are orphanages. All these voluntary organizations have been implementing various developmental activities along with the government. The government is providing overall assistance in implementing the work of the voluntary organization. Voluntary organizations are never against the government,The government is not imposing any control on their work. The government considers the companies as partners in its work. Organizations have played a significant role in shaping post-war countries. They have achieved a lot in this long period of independence. Charity or philanthropy is institutionalized through these organizations and organized social work is developed. The role of institutional social work is immense in uplifting the neglected, miserable and disadvantaged people of the society. It is undeniable thatVoluntary organizations in Bangladesh have been able to institutionalize the welfare work of the poor and neglected people. At present, thousands of young people have chosen this profession as self-employment. Out of these voluntary organizations registered with the Department of Social Services, 318 organizations in Chandpur district have been dissolved with the approval of the Ministry of Social Welfare through hearing of all the organizations which were inactive and engaged in unconstitutional activities. Another 26 companies have been proposed for liquidation. Initiatives have been taken to update the Voluntary Social Welfare Organizations (Registration and Control) Ordinance, 1981 and amend the relevant rules, 1982 to increase the registration fee from Rs. 2,000 to Rs.000 has been raised. The organizations working in this country are working by getting registration from different authorities by different laws. In addition to the Department of Social Services, voluntary organizations are certified by the Department of Women's Affairs, the Department of Cooperatives, the Register of Joint Stock Companies, the Bureau of NGO Affairs, and the Microcredit Regulatory Authority.

 

Registration and supervision of voluntary social welfare organizations

Registration of various non-governmental voluntary organizations / institutions is provided by the Department of Social Services under the Voluntary Social Welfare Organizations (Registration and Control) Ordinance No. 46 of 1971. According to the ordinance, for the implementation of the following 15 activities, voluntary social welfare organizations are registered with the Department of Social Services under the control of the Ministry of Social Welfare:

 

Child welfare;

Youth Welfare;

Women's welfare;

Welfare of the physically and mentally handicapped;

Family planning;

Welfare and rehabilitation of released prisoners;

Social education, adult education system for the purpose of awakening civic responsibility;

Recreational activities aimed at deterring people from engaging in anti-social activities;

Juvenile delinquency;

Welfare of beggars and the poor;

Welfare of the socially disabled;

Patient welfare and rehabilitation;

Welfare of the elderly and the physically challenged;

Training in social welfare work;

Coordination of social welfare organizations.

 

 

Service

  • Issuance of clearance for naming of voluntary social welfare organizations;
  • Provide registration of organizations / institutions / organizations / private orphanages / clubs / libraries interested in voluntary social welfare activities;
  • Constitution of the registered organization, approval of general and executive councils, approval of newly elected executive councils in term;
  • Sending the work area of the registered organization to the Department of Social Services for expansion in multiple districts;
  • Take action to resolve grievances against registered organizations;
  • Supervise the activities of registered organizations.

 

Those involved in the implementation of the activities

The Deputy Director and Assistant Director of the Chandpur Jadpur Social Service Office supervises the field level activities and coordinates between the field level and the headquarters. At the field level, Upazila Social Service Officers and City Social Service Officers supervise the activities of the organization.

 

Service Center

What to do to get the registration

  • Acceptance of name clearance;
  • Submission of application form in the prescribed Form-B (which can be collected from the concerned district);
  • Attachment of copy of treasury invoice of Rs.
  • Submission of the following documents along with the application form: -
  • Attested passport size photograph of the President and General Secretary - 2 copies each;
  • Attested copy-1 copy of the minutes of the preliminary general meeting;
  • Constitution of the organization in Bengal (with the signature of the President / General Secretary on each page) - 5 copies;
  • Attested copy of the minutes of the meeting regarding the approval of the constitution and executive council - 1 copy;
  • Attested copy-1 copy of the list of names signed by the members present at the meeting to form the executive council;
  • Attested photocopy-1 copy of the resolution signed by all the members by recording the mentioned minutes in the resolution book;
  • Name, title, occupation, address (current) and self-signed list of members of the executive council - 1 copy;
  • Attested photo of the President, Secretary and Treasurer with the list of Executive Council members - 1 copy each;
  • Name of General Members, Name of Father, Mother, Husband (if applicable), Occupation, Permanent and Current Address and Self Signed List - 1 copy
  • Relationship Certificate - 1 copy.
  • 1 copy of current and future programs (including implementation of activities);
  • Details of past service work of founding members (if any) 1 copy;
  • 1 copy of bank account details (including manager's certificate) in the name of the company;
  • Attested photocopy of land deed of the office of the company / attested photocopy of rental agreement on stamp of Rs.150-1 copy;
  • Details of the company's furniture - 1 copy;
  • Possible budget (income-expenditure) approved at the general meeting of the organization - 1 copy;
  • Letter of Recommendation from Local Ward Commissioner / Union Parishad Chairman - 1 copy;
  • Certificate to the effect that the officers of the Executive Council are not members of the same family by the President-General Secretary - 1 copy;
  • Signature of the members of the organization by the President-General Secretary in the true sense of the word - 1 copy;
  • If the President-General Secretary accepts the registration of any organization other than the Department of Social Services or accepts any foreign aid, the Registration Authority will be informed to the effect that 1 copy of the Pledge.

 

Duties of Registered Companies ;

  • Passport size photograph of each ordinary member should be kept in the office documents of the organization in the member admission form, so that it can be shown to the investigating officer during the investigation.
  • To keep account of every registered body in the manner prescribed by the Registration Authority;
  • General management of the company, details of the nature and extent of the services performed during the year under review to the registration authority in a timely manner and manner;
  • Submission of annual reports and audited accounts containing necessary information and next year's program in support of it and disclosure of it for public information;
  • Deposits in the name of the company separately in the bank or banks approved by the registration authority.
  • As per the law, the Registration Authority or any officer duly empowered by him in this regard may at any time inspect the books of accounts and other documents of the company, the debentures of the company, cash, other assets and all the related documents. Make;
  • Inform the registration authority within seven days in case of any change in the address of the company.

 

Authority action for irregularities

  • If a registered body is liable for any misconduct in its funding or mismanagement in the conduct of its functions or fails to comply with the provisions of the Ordinance or the rules made thereunder, the Authority shall temporarily dismiss the Board of Directors by written order;
  • If the Board of Directors is suspended, the Registration Authority shall appoint an Administrator or a Supervisory Board consisting of not more than five persons.
  • The Board of Directors shall have full authority and power in accordance with the constitution of the administrator or supervisory body;
  • The order of suspension by the Registration Authority shall be submitted by the Government to a Board consisting of five persons. The Board may order the Board of Directors to reinstate or dissolve and reconstitute.
  • Any registered body which does not contradict its constitution or the provisions of the ordinance or the rules enacted under it, or against the public interest, shall submit a report to the government giving the concerned body a fair hearing at its discretion.
  • After considering the report, the government of the company dissolved the company.

 

Areas of citizen cooperation

  • Inform the authorities of any irregularities in the registration of voluntary social welfare organizations;
  • To inform the authorities of any irregularities committed by a registered body;
  • To be involved in and support the development work of the registered organizations.

 

Term of service delivery

  • Registration - 20 working days after receipt of application along with required documents.
  • Name clearance - 2 working days after receiving the application along with the required documents
  • Executive Committee Approval - 10 working days after receipt of application along with required documents;
  • Work Area Expansion - 30 working days after receipt of application along with required documents;
  • Grievance Redressal - 30 working days after receiving the complaint;
